from religious (busy) bodies if the grant of the

right to use the premises for any purpose should be

vested in an unofficial body. If this is the case,

the Governor could disclaim any responsibility for

any advertisement issued by the Eugenics League,

provided that it involved no breach of the law.

I think that we might write to the Governor in this

sense; adding that, unless the Health Centre

can be regarded as a wholly official institution,

which does not appear to be the case, the

Secretary of State would still leave it to the

discretion of the Governor to decide what activities

may be permitted to unofficial bodies using the Centre.
